Barbara Male
Senior Consultant
Barbara serves as a senior consultant with the Partnership for Public Service. She is working with the FedExperience program, which encourages retiring baby boomers to pursue encore careers with the federal government.
Barbara retired from the federal government in April 2008 after 25 years of federal service, most recently serving as a Deputy Assistant Secretary with the Department of Energy’s Office of Environmental Management (EM). She was a career member of the Senior Executive Service and received the Presidential Rank Award in 2004 as a Meritorious Executive for her innovative work in human capital management.
Prior to her DOE experience, Barbara’s career was predominantly spent in the Intelligence Community. Barbara was the Director of Strategic Planning for the National Reconnaissance Office, advising the Director on building strategic, performance and change management systems. She worked for the CIA, the Office of the Secretary of Defense, the Departments of Army and Air Force and supported the White House Office of Emergency Operations. Her federal experience crosses several functional areas to include program and resource management, human capital management, technology assessment and project controls. Barbara began her career as a Presidential Management Intern in 1983. Barbara was a director of a nonprofit industry that employed developmentally disabled adults and a vocational evaluator prior to her federal career.
When on a previous special assignment to the Partnership for Public Service from 2005-2007, she designed and led an acquisition initiative that united over 25 top federal and corporate acquisition officials in an unprecedented effort to improve post-award contract management.
Barbara received her doctoral degree from the University of Southern California. She holds a graduate degree from the University of Colorado at Denver and an undergraduate degree from SUNY at Geneseo.
