Partnership for Public Service
Annual Report FY 2009
Good government starts with good people. With the financial collapse, two foreign wars,
a foiled terrorist attack and soaring unemployment,
2009 was a time of hardship and uncertainty for our nation. For better or worse, these circumstances brought renewed attention to our government, its services and its role in our lives.
At the Partnership for Public Service, we know that to meet these and the myriad other challenges facing our country, we need the very best people working on our nation’s behalf. Since our
inception, we have worked not only to inspire the best and brightest to choose public service, but also to transform the way government works so it can retain a vibrant, dedicated and talented workforce
that will work tirelessly to provide results for the American people.

The Independent Charities Seal of Excellence is awarded to the members of Independent Charities of America and Local Independent Charities of America that have, upon rigorous independent review, been able to certify, document, and demonstrate on an annual basis that they meet the highest standards of public accountability, program effectiveness, and cost effectiveness. These standards include those required by the US Government for inclusion in the Combined Federal Campaign, probably the most exclusive fund drive in the world.
Of the 1,000,000 charities operating in the United States today, it is estimated that fewer than 50,000, or 5 percent, meet or exceed these standards, and, of those, fewer than 2,000 have been awarded this Seal.
Support Us
As our nation confronts new and complex challenges, the need for effective government and a high-performing federal civil service is greater than ever. The Partnership for Public Service, a nonprofit, nonpartisan organization, is actively seeking contributions for programs and projects that work to revitalize the federal government by inspiring a new generation to public service and transforming the way government works.
We are grateful to the donors whose generosity enables us to focus on our three strategic goals: building communities of support for government and its civil servants, fueling innovation and mobilizing stakeholders to drive change, and securing the talent needed by government.
Support from donors like you has enabled us to:
- Promote government service on 700 college and university campuses;
- Honor the work of over 200 unsung heroes in the federal workforce with our Service to America Medals program;
- Shepherd over a dozen Partnership-supported bills through Congress that have been enacted into law;
- Create The Best Places to Work in the Federal Government, the most comprehensive rating and analysis of employee engagement in the federal government; and
- Prepare rising federal leaders to solve critical national issues.
The challenges we face require an engaged citizenry to ensure we have a government that attracts the best and brightest workforce, and meets the needs of the people. The time to act is now. The Partnership encourages you to share in our commitment to revitalizing our federal service.
