Federal Supervisor Training Act of 2009
Senator Daniel Akaka introduced legislation to amend chapter 41 of title 5, United States Code to increase training for federal employee supervisors. Topics included in this increased training are performance discussions, work environment management, managing employees with unacceptable performance and mentoring and motivation. The Office of Personnel Management will issue guidance to federal managers on the qualifications and competencies required for federal management positions. Representatives Jim Moran, Frank Wolf and Gerry Connolly introduced a similar bill in the House, H.R. 5522.
Federal Hiring Process Improvement Act of 2009
Senators Daniel Akaka and George Voinovich introduced legislation to improve the federal hiring process. S. 736 aims to make the hiring process more timely, clear and ‘user-friendly’ by decreasing the volume and type of information required in the first step of the application process. Required in S.736 is a strategic workforce plan to address hiring projections, human capital planning, recruitment strategies and streamlining the hiring process. In addition, human resources staff will be provided the training they need to effectively address the personnel needs of their agency and comply with this legislation.
Partnership for Public Service Applauds Telework Legislation
Senators Daniel Akaka and George Voinovich and Representatives John Sarbanes, Frank Wolf and Gerry Connolly introduced legislation to increase the use of telework in the federal government. S. 707 and H.R. 1722 require a Telework Managing Officer, or equivalent, to develop and promote an explicit telework policy for his/her respective agency. Managers and employees will have to examine the feasibility of telework given their specific roles within the executive agency. In addition, periodic reports will be submitted outlining the degree of telework use, employee satisfaction and other information.
Part-Time Reemployment of Annuitants Act of 2009
Senators Susan Collins, George Voinovich and Herb Kohl introduced legislation to facilitate the part-time reemployment of annuitants in the federal government. Federal agencies will be granted the authority to increase the number of part-time employees receiving an annuity, with specific guidelines. Upon determination that the annuitant meets the definition of “part-time,” which may be up to 3,120 hours of additional service in increments of no more than 1,040 hours per 12 months, employees can work without deductions or interruptions to their annuity.
Part-Time Federal Employees Equity Act of 2009
Senators George Voinovich and Herb Kohl, and Representative Jim Moran introduced S. 469 and H.R. 1198 respectively, to allow federal employers to phase into retirement by working part-time without a penalty to their annuity. This legislation corrects a Civil Service Retirement System disincentive for employees to stay on toward the end of their career. It will help address the impending retirement wave by retaining seasoned workers on a part-time basis which will allow them to transfer knowledge and expertise to future leaders.
FERS Sick Leave Equity Act
Representatives Moran and Wolf introduced H.R. 958 to correct the sick leave policy currently established under the Federal Employees’ Retirement System. In computing an annuity, the total service of an employee will include the days of unused sick leave at retirement, the current practice of the Civil Service Retirement System, which will save the government millions of dollars and encourage employees to use their sick leave responsibly and benefit upon retirement for doing so. There will also be an increase in government efficiency and a positive impact on federal agency performance.
Federal Employees Paid Parental Leave Act of 2009
Senator Jim Webb introduced legislation to provide that 4 of the 12 weeks of parental leave made available to a Federal employee shall be paid leave, and for other purposes. Furthermore, it authorizes the director of the Office of Personnel Management to increase the amount of Paid Parental Leave to up to eight weeks. Representative Carolyn B. Maloney introduced similar legislation in the House.
Chief Management Officers (CMO's) in Federal Agencies
The Partnership wrote a letter to Sens. Akaka and Voinovich praising them for addressing the issue of how to implement CMO's in federal agencies.
Partnership for Public Service Applauds Efforts of Reps. Davis, Marchant and Wolf
The Partnership issued a statement of support for their leadership in introducing legislation that will facilitate the part-time reemployment of annuitants.
Public Health Preparedness Workforce Development Act of 2007
The Partnership issued a statement of support for the Public Health Preparedness Workforce Development Act, which creates scholarship and loan repayment programs and provides training and development opportunities for mid-career public health professionals.
College Cost Reduction and Access Act
The Partnership applauds the passage of Public Law No. 110-84, specifically Title IV, which offers student loan forgiveness after 10 years of public service employment in government and nonprofit organizations.
Senior Professional Performance Act of 2007
The Partnership issued a statement of support for the Senior Professional Performance Act, which aims to modify pay provisions relating to certain senior-level positions in the federal government.
Generating Opportunity by Forgiving Educational Debt for Service Act (GOFEDS)
The Partnership issued a statement of support for GOFEDS, which will increase the effectiveness of student loan repayment programs as a recruitment tool by eliminating taxation on federal student loans.
Federal Supervisor Training Act
The Partnership issued a statement of support for the Federal Supervisor Training Act, which calls for an increased level of investment in training for federal supervisors.
National Foreign Language Coordination Act of 2007
The Partnership expressed its support for legislation to create a National Foreign Language Coordination Council thus addressing the need for a national foreign language strategy.
Federal Employee Protection of Disclosures Act of 2005
The Partnership issued a statement of support for the Federal Employee Protection of Disclosures Act, which aims to strengthen protections for federal whistleblowers while encouraging federal workers to disclose government waste, fraud and abuse.
Continuity of Operations Demonstration Project Act of 2004
The Partnership issued a statement of support for the Continuity of Operations Demonstration Project Act. This bill requires the Chief Human Capital Officers Council to establish a demonstration project where workers will be required to work from home or away from their usual duty station as a result of an extended emergency situation.
Federal Workforce Flexibility Act of 2004
The Partnership issued a statement of support for the Federal Workforce Flexibility Act of 2004, which provides agencies with greater flexibility with regard to allocating recruitment and retention bonuses, annual leave for new senior executives coming to work for the federal government from the private sector, and pay for employees in certain critical and hard-to-fill positions.
Federal Employee Dental and Vision Benefits Enhancement Act of 2004
The Partnership issued a statement of support for the Federal Employee Dental and Vision Benefits Enhancement Act. The Act provides for the establishment of programs under which supplemental dental and vision benefits are made available to federal employees, retirees, and their dependents.
