Every day, leaders in the government must make strategic decisions; they need to decide which problems to tackle, how to monitor progress, how to engage stakeholders, and how to implement policies. Practice framing a problem to identify the root cause and discover practices that support testing, experimentation and innovation. Use science and data to streamline activities. Learn about AI resources and how to use AI in the government. Explore insights from behavioral science to explore ways to improve program design and operations. Take full advantage of resources to do better and act faster. Explore resources to foster innovative practices and hear from experts in various fields to learn about modern methods for getting things done. Learn how to facilitate effective meetings. Develop skills to facilitate productive meetings and create a culture of active participation and learning that encourages focus, energy and enthusiasm. We will evaluate applications based on numerous criteria to ensure that individuals selected for the program have an interest in improving office culture for their staff and their stakeholders, growing professionally, discovering new methods and tools to operate more effectively and efficiently, and meeting fellow trail blazers. This training is geared toward leaders who lead other leaders. Applications must include personal information, responses to short-answer questions and permission from your supervisor to participate in the program. Carefully consider short-answer responses to ensure your government career objectives align with the high expectations of Gov21 participants. We will carefully curate the cohort, looking for participants who are willing to show up and attend all sessions, commit to learning and active participation, and want to use their government job for good. This program is highly interactive and requires dedicated engagement to the program activities and content. Please note, many departments have specific application guidelines for their employees. Before submitting your application, please make sure that you are following any internal guidelines and that you have permission from your department’s leadership to participate in this program. They are valuable and timely.” -Former Participant “This program has clear benefits for all USG employees, regardless of agency or line of work.” -Former Participant Instructor and Staff Virginia Hamilton In early 2019, Virginia Hamilton joined the Partnership as a strategic advisor based in California to improve cross-sector collaboration among federal, state, local governments and the nonprofit and business sectors in disaster preparedness. She now teaches Gov21 for the Partnership three times a year. Virginia previously worked at the American Institutes for Research, where she used design thinking to improve public policy and program design. She also previously served as the regional administrator for the Department of Labor based in the Bay Area, where she oversaw workforce and unemployment insurance programs across eight states and four territories. She also supported the secretary’s office on issues of employee engagement and innovation, and spearheaded the Customer Centered Design Initiative, which trained more than 2,000 workforce development professionals in human-centered design. Over the years, she has worked with leadership in organizations to teach them how to collaborate, build partnerships, have important conversations, send the right messages and get things done. She has been focused on practicing and teaching process skills and design thinking for the last 15 years. Virginia has spent her career in nonprofits and as a public servant with the mission of making government work better for vulnerable populations. Staff Members of the Partnership staff will work with you throughout the Gov21 program to ensure that your experience goes smoothly. FAQs Q: Who is eligible to apply? Gov21 – The 21st Century Government Innovation program is designed for leaders of leaders. Q: What application materials must I provide to be eligible? With your online application, you are required to submit a copy of your resume with your professional work experience, both inside and outside of government. You’ll be able to upload your resume within the application. Q: How will I know if I’m accepted? The Partnership for Public Service accepts applicants on a rolling basis until the application deadline. You will receive an email from enroll@ourpublicservice.org notifying you of your acceptance status within three days after the application deadline, if not earlier. If we have an agreement with your department to accept you as part of an internal selection process, you will probably receive notice from your department first, but your acceptance is not confirmed until you have received a notification from the Partnership. Q: Can I reapply if I am not accepted into the program? Yes, you may reapply if you meet the program’s minimum qualifications. Q: Is there an application fee? No. There is no fee to apply to the Partnership’s programs. Q: How much is tuition? Tuition for the Gov21 program is $3,500, which includes all course materials (e.g., books, articles and management tools). Q: When is the tuition deadline? Your tuition payment should be arranged prior to the program’s start date. We will provide the specific due date in the email notifying you of your acceptance into the program. Q: What forms of payment do you accept for tuition payment? We accept the following forms of payment: credit card (Visa, MasterCard or American Express), purchase order or Standard Form 182 (SF-182), Automated Clearing House (ACH) transfer or check. With your program acceptance email from the Partnership, you will receive instructions on the different ways to make a payment. You will also be asked to complete a tuition payment information document so the Partnership can direct your tuition invoice to the appropriate agency contact. We will work directly with the agency contact—such as a training coordinator or human resources specialist—who is responsible for paying tuition. Q: I’m no longer able to attend, will I receive a refund? Once accepted into this program, your non-refundable tuition payment will be required before the program start date. If you can no longer attend, you may defer your program registration for up to one year. Q: Where will sessions take place? All Gov21 sessions will take place online via the Zoom for Government platform. Please ensure you have access to Zoom for Government on your computer. Q: What should I do if I have to miss parts of a session or an entire session? Do you offer make-up sessions? Graduation from Partnership programs is contingent upon full attendance and participation in our training sessions. In the event of a conflict, please notify a Partnership staff member as soon as possible, even before the first session is held.
