Federal Racial Equity Summit President Biden signed Executive Order 13985 “Advancing Racial Equity and Support for Underserved Communities Through the Federal Government” on his first day in office on January 20, 2021, and Executive Order 14091 “Further Advancing Racial Equity and Support for Underserved Communities Through the Federal Government” a little over two years later. These directives served as monumental moments that amplified how pivotal racial equity is to the bedrock of American democracy. As a nonpartisan and nonprofit organization, the Partnership for Public Service strives toward a better government and a stronger democracy, where the efficacy of federal agencies’ capabilities in service to the American public is a determining factor. We have played a significant role with the federal government for over 20 years as a convener and connector of people and organizations across all sectors. Accordingly, we welcome you to the Federal Racial Equity Summit to share your successes and insights with other federal agencies and good government organizations from across the country. The overarching purpose of the summit is to amplify promising practices and tools, cultivate relationships, and provide general support to federal agencies as they implement initiatives associated with their equity plans. This summit will build upon previous summits and events that were geared toward developing those equity plans. Salin Geevarghese, former IPA, current president and CEO, SGG Insight LLC. Cecilia Hernandez, designated federal officer, U.S. Department of Agriculture. Equity Working Sessions Participants will be divided into three groups and rotate to each of the working sessions (or focus areas) listed below. Equity practitioners in each working session will share promising practices that will enable integration of race/ethnicity-related factors during equity plan implementation. They will also be provided with worksheets/toolkits to assess their agency’s implementation approach and capabilities. Narrative Strategy for a Just, Multiracial Democracy Subject Matter Expert: Dennis Chin, director of strategic initiatives, Race Forward. Objectives: Gain a shared understanding of narrative strategy; Learn about the storytelling and messaging tools available to change the narratives about racial equity and the role of government. Tracking Progress at the Community and Local Levels Subject Matter Expert: Julie Nelson, director, Government Alliance for Racial Equity. Objectives: Better understand how to utilize the Results-Based Accountability (RBA) methodology to ensure scalable implementation of equity plans that achieve desired outcomes through community-driven engagement; Utilize introduced tools to integrate explicit consideration of racial equity in decisions, including practices, programs, and budgets. Building Technical Assistance Capabilities Subject Matter Expert: Miranda Lynch-Smith, Acting Assistant Secretary, Office of the Assistant Secretary for Planning and Evaluation (ASPE), Department of Health and Human Services. Objectives: Better understand how to develop and strengthen your agency’s technical assistance infrastructure to support sustainable delivery of equity plan initiatives; Develop strategies to strengthen communities’ technical assistance infrastructure. How to Sustain the Momentum Michael McAfee, President and CEO of PolicyLInk. Presentation of promising practices from PolicyLink’s groundbreaking research For Love of Country which is the nation’s first comprehensive racial equity blueprint for federal agencies.
