PARTNERSHIP FOR PUBLIC SERVICE STATEMENT ON THE NATIONAL COMMISSION ON MILITARY, NATIONAL AND PUBLIC SERVICE’S FINAL REPORT

March 25, 2020

WASHINGTON – Partnership for Public Service President and CEO Max Stier released the following statement on “Inspired to Serve” – the final report and recommendations of the National Commission on Military, National and Public Service.

“The Partnership for Public Service applauds the National Commission for Military, National and Public Service for laying out a bold set of recommendations to modernize how our government recruits and manages talent. We urge Congress and the Trump administration to work together to implement the commission’s recommendations on the federal civil service immediately.

During this time of unprecedented national crisis, Americans are seeing every day how a highly-skilled, capable federal civil service is critical to the nation’s safety and well-being. However, our public servants are hired, managed and paid in an antiquated system that is unable to meet the demands of today’s interconnected, technology-driven world or prepare for the challenges of tomorrow. We need doctors, economists, emergency response specialists and cybersecurity experts, but we have a personnel system designed for phone operators. In short, we have an outdated government that is not keeping up with the world around it.”

The Partnership for Public Service issued a comprehensive roadmap for civil service modernization in a 2014 report, Building the Enterprise: A New Civil Service Framework. In 2018, the Partnership and The Volcker Alliance jointly submitted recommendations to the commission on federal civil service modernization, and last year, Partnership President and CEO Max Stier testified before the commission on how to improve federal hiring.

During the past 19 years, the nonpartisan, nonprofit Partnership for Public Service has been dedicated to making the federal government more effective for the American people.
