WASHINGTON–Partnership for Public Service President and CEO Max Stier released a letter of support commending Representative Garcia (D-Mont.) for introducing the Top Tech for USA Act of 2014:
"Dear Representative Garcia:
On behalf of the Partnership for Public Service, a nonpartisan, nonprofit organization that works to revitalize our federal government by inspiring a new generation to serve and transforming the way government works, I would like to commend you for your leadership and commitment to effective government in introducing H.R. 4598, the Top Tech for USA Act of 2014. This legislation is an important step forward in reforming government’s broken hiring process and giving agencies the tools they need to hire critical information technology (IT) talent by enhancing the use of direct hire authority for IT specialists.
The Partnership’s recent report, Building the Enterprise: A New Civil Service Framework, illustrates the serious challenges government faces in recruiting, hiring and retaining talent in mission-critical fields like IT. One of the primary challenges is the length and opacity of the hiring process, which deters many potential applicants, particularly recent college graduates, from applying for federal jobs. Given the numerous problems government faces in the IT sphere, from cybersecurity to the acquisition of IT products and services, it is crucial that government be competitive for top technology talent, which means being able to quickly hire the best and the brightest.
While the Top Tech for USA Act will not solve all of the federal government’s hiring issues, it is important legislation that fills a critical need at a critical time. The federal government’s talent needs are often overlooked, so we applaud you for giving the IT workforce much-needed attention.
Making government more effective and better able to serve the American people is the core of the Partnership’s mission. We believe that H.R. 4598 will help advance that mission, and so we enthusiastically support this legislation and look forward to its passage by the full House.
