Back to All Staff Ethan Carr Senior Manager Ethan leads the Partnership’s open enrollment team for leadership development and professional development training. He partners with federal agencies to help build leadership and management capacity, strengthen employee engagement, encourage innovation, and improve government effectiveness. Ethan has over 30 years of business and partnership development experience working with Federal, State and Local government, as well as multinational corporations to support process improvement and organizational efficiency. His previous work included organizations like MasterCard Worldwide, Citibank, Schlumberger Industries and DoD/USAF. Ethan has an MBA from Strayer University and a BS degree from University of Maryland-University College.
