Back to All Staff Mark Jacobson Vice President for Research, Evaluation and Modernizing Government Mark Jacobson is responsible for the Partnership’s research and monitoring, evaluation & learning efforts, as well as programs to modernize government. His passion for public service comes from a belief that it is the duty of citizens to serve their nation, often at the expense of their own interests. For his own part, Jacobson spent time as a civil servant and political appointee, including as the Deputy NATO Senior Civilian Representative in Afghanistan, on the staff of the U.S. Senate Armed Services Committee as well as at the Department of the Navy and Office of the Secretary of Defense. Jacobson also served for over 20 years as both an Army and Navy reservist to include mobilizations to Bosnia and Afghanistan. The public servant he most admires is William “Wild Bill” Donovan, the head of the Office of Strategic Services (OSS) during World War II and the only American to have received the nation’s four highest awards including the Medal of Honor.
