Changing Leadership Risks: How Federal Leaders Can Be Strategic in Times of Transitions

Each Presidential cycle, government agencies prepare for and execute shifts in power, regardless of whether there is an administration change or not. Risk information becomes vital to leaders, whether incoming or existing, as they further develop an understanding of the organization. Key ERM processes can be used to mitigate potential risks during these transformations. This event aims to provide a comprehensive understanding of the challenges and opportunities that arise during times of transition and how leaders can effectively manage associated priority risks.  

With the November election and resulting administration shifts around the corner, federal leaders are about to face a variety of changes. The Partnership for Public Service’s Center for Presidential Transition® identifies the leadership turnover that accompanies presidential transitions as a source of tremendous risk for agency mission delivery. The disruptions in institutional knowledge, personnel, and priorities, combined, make typical processes prone to interruption.  

Join the Partnership for Public Service and Deloitte & Touche LLP for a discussion with Ryan McCarthy, Secretary of the U.S. Army (2019-2021) and Patrick Kennedy, the Under Secretary of State for Management (2007-2017) and current fellow with the National Academy of Public Administration about their experiences in their respective roles to lead through times of transition, to adopt nimble governing strategies, and to uphold public service delivery through these risk-laden times.
