During the COVID-19 pandemic, membership in the exchange grows nearly ten-fold as agencies work through the legalities of shifting to a remote-hybrid operating model. As of 2024, more than 200 staff from 50 Cabinet agencies, subcomponents and independent agencies belong to the exchange.
