He has served in all three branches of federal government and is the Founding President and CEO of Partnership for Public Service, a nonpartisan nonprofit in DC focused on advancing good government. Working with agencies, Congress, and stakeholders from across public and private sectors, the Partnership develops innovative solutions to improve government management and operations. It advocates for legislative changes and provides research and advice to government leaders on issues of civil service reform, congressional oversight, employee engagement, leadership development, performance and accountability and presidential transition management.
