Stier addressed federal workforce challenges, the urgency of improving the hiring process, the barriers to finding the right talent, the lack of information on applicants, why flexible hiring is under-utilized and where more support is needed. Stier suggested improvements to S. 736, the Federal Hiring Process Improvement Act, and offered additional recommendations to the Subcommittee, including that OPM be directed to conduct the Federal Human Capital Survey on an annual basis.
