Partnership for Public Service statement on the announcement of Scott Kupor as nominee for OPM director

WASHINGTON – The nonpartisan, nonprofit Partnership for Public Service today released the following statement from President and CEO Max Stier on the nomination of Scott Kupor to lead the Office of Personnel Management:  

“The Office of Personnel Management is critically important to building a high-functioning federal workforce and supporting our nation’s two million career civil servants who deliver vital public services and keep our country safe.  

“In nominating Scott Kupor to lead OPM, President-elect Donald Trump has chosen someone who can bring his extensive private sector experience and business acumen to help make our federal government more effective and to create a more strategic, modernized talent management system. We look forward to working with Mr. Kupor and encourage him to partner with the career OPM workforce and key stakeholders to best achieve these goals. 

“The laws and regulations underpinning the federal workforce remain outdated and in critical need of modernization and targeted investment. The Partnership’s Vision for a Better Government offers key reforms for the incoming OPM director and his team to prioritize, including updating the federal hiring system, modernizing leadership requirements, and changing the performance management system to increase employee accountability.”
