Leadership and Stewardship

The federal government is facing a leadership crisis. The sheer number of political appointment positions and a broken Senate confirmation process has led to critical vacancies across government, and agencies continue to inadequately train, support and develop leaders at all levels with consistent standards focused on modern competencies and the core values of stewardship and public trust.

The Partnership offers new standards for effective federal leadership and performance across government and champion new ways to make the Senate confirmation process faster and more transparent. We also seek reforms to strengthen the Senior Executive Service and ensure agencies recruit, retain and recognize effective leaders.

Workforce

The federal government is struggling to recruit, hire and retain diverse talent with the skills needed to meet the complex challenges facing our nation.

To address these issues, the Partnership supports legislative reforms aimed at revamping the federal pay and job classification system, simplifying the hiring process, building strong entry-level talent pipelines and more. Through the Best Places to Work in the Federal Government® rankings, the Partnership also educates Congress on the importance of an engaged federal workforce and shares data about the employee experience at different agencies and subcomponents.

Collaboration

Solving our country’s pressing challenges requires cooperation and collaboration between different agencies, different levels of government and different sectors. However, the federal government frequently operates in organizational silos that prevent this type of collaboration. Congress should support innovative collaboration models across government and educate congressional representatives and staff about agency efforts to implement laws

Innovation and Technology Modernization

Our country needs an innovative government that meets the demands of a fast-paced and technology-driven world. But government often struggles to keep pace.

The Partnership is a thought leader in government innovation and supports efforts in Congress to institutionalize evidence-based policymaking, make better use of information technology, conduct a comprehensive review of all federal technology laws, pass appropriations bills in a timely manner, and prioritize legislation that requires agencies to collect and publish customer experience data.
