"TRIBUTE TO COLONEL WILLIAM J. CAVANAUGH I rise to honor COL William J. Cavanaugh, his contributions to the Air Force Research Lab at Wright Patterson Air Force Base in Dayton, OH, and his distinguished 31-year service in the U.S. Army. Colonel Cavanaugh was instrumental in the design and architecture of the AFRL Bio Acoustics Lab anechoic chamber. Seventy years after its completion, the anechoic chamber is still used today and the research done works to save the lives of our service members on the battlefield. The American Institute of Physics featured Colonel Cavanaugh in their oral history and highlighted Colonel Cavanaugh's far-reaching impacts on the scientific community. In December of 2022, the Ohio Legislature's 134th Generally Assembly adopted HCR 32 to recognize "Colonel William J. Cavanaugh for his contribution to the design and architecture of the United States Air Force Research Lab Bio Acoustics Laboratory, and for his outstanding and enduring service to our nation." It is fitting to honor Colonel Cavanaugh for his lasting contributions that have saved the lives of our men and women in uniform. Sites from the National Veterans Memorial and Museum to the National Museum of the United States Air Force have all commemorated Colonel Cavanaugh and his work. As we expand and support the vital work that Ohioans continue to do at Wright-Patt and the Air Force Research Lab, it is important to ensure that future generations learn about past leaders, including Colonel Cavanaugh, and the difference they made for our State and our country. Today, I join a grateful State and a grateful nation in thanking Colonel Cavanaugh for his dedication and service to Ohio and our Nation."

"I would like to say thank you to Anita Spinner Deputy Director for Operations, Center for Federal Executive Boards(FEB) National Operations, Workforce Policy and Innovation U.S. Office of Personnel Management. In 2022/2023 Anita took on the task of facilitating the transfer of individual FEBs over to OPM. She (along with her team) conducted a seamless transfer (in my opinion) of several employees, and helped process out those employees that were not interested in transferring over. Anita performed this monumental task with such professionalism and grace amidst a lot of moving part and unidentified guidance that was yet to be disseminated. With Anita at the helm leading the charge of coordinating this effort and keeping us informed of each stage in the process made me feel a sense of comfort and understanding. It made me want to work for OPM just by viewing her compassion for us during a difficult decision making time in our Federal careers. She would not like the spotlight as she just executes without all the kudos, but I want Anita and everyone else to know that she continues to impact my career and life in a most meaningful and positive way! "Domenick Capomolla is the facility manager for one of our Science Centers located in Milford, CT. For more than a year he was detailed into the Branch Chief position while maintaining his own responsibilities as the facility manager. Domenick graciously continued the Branch Chief duties even after his temporary promotion expired. He repeatedly told me he just wanted to ensure the facilities team was taken care of and kept making progress. As Branch Chief he was responsible for the oversight of our five locations in CT, NJ, RI, MA and ME. Domenick continues to be a team player by helping the newly hired Branch Chief get settled in his new position and transferring the historical knowledge he has accumulated over the past year. I don't even want to think what could have been the condition of the facilities program had Domenick not stepped up to take the lead."
