In his testimony, Stier praised federal employees and recognized the important work they do on behalf of the American people. He also shared his concern about declining morale in the federal government and said the results of the Partnership’s Best Places to Work rankings and the Federal Employee Viewpoint Survey send a clear message that employees are not satisfied with their workplace and do not believe the current system serves them well. Stier urged Congress to consider comprehensive civil service reform to unify the civil service, modernize pay and classification, strengthen performance management, reform federal hiring and focus on leadership.
