Opportunity Lost: Openness in the Employment Process

One of the biggest barriers to increased interest in federal employment among the general public is the widespread perception that many federal job openings are never advertised. This report by the U.S. Office of Personnel Management (OPM) confirms that the federal government fails to advertise up to one-third of the job openings that are required to be posted on the USAJOBS website maintained by OPM. This report outlines numerous opportunities for increased public outreach about tens of thousands of federal jobs.
