Back to All Staff Ross Apter Manager he/him Ross Apter is part of the Partnership’s government affairs team, managing legislative initiatives centered on streamlining federal hiring, modernizing federal leadership requirements and improving agency use of customer experience data. His commitment to government workforce issues began through internships with the Department of Energy (DOE) and the Centers for Disease Control and Prevention (CDC). He would later put his commitment to the federal workforce to practice by engaging Congress as the legislative director for the National Active and Retired Federal Employees Association before joining the Partnership. Ross’ favorite public servant is Dave Rosenmarkle, a former DOE program manager who introduced him to the federal human capital field.
