Andrew Marshall is an HBR-published, ICF-certified executive coach who launched and led the Public Service Leadership Institute within the Partnership for Public Service until August 2023. In this role, he oversaw a team that developed over 8,000 federal leaders each year. He led the design of the Public Service Leadership Model and the tools and resources to support it, including the Public Service Leadership 360 and associated case studies. He has written on public service leadership for Harvard Business Review and MIT’s Sloan Management Review.
Andrew has firsthand experience developing leaders and leadership teams in the private, nonprofit and public sectors, from aspiring supervisors to seasoned executives. Clients include federal departments like the Department of Transportation; global nonprofits like Accion; health care networks like Mass General Brigham; and education foundations like the Protestant Episcopal Cathedral Foundation. He has facilitated numerous retreats for Cabinet-level secretaries and other political appointees and courageously convenes challenging conversations for change.
As an executive coach, Andrew strives to both challenge and support his clients in their development. He believes that every leader has vast potential, and he partners with clients to find the next version of themselves. Facilitated over 10 retreats with Cabinet-level secretaries (or equivalent) and their teams, leading to greater cohesion and purpose.
