Presidential and Gubernatorial Transitions

The transfer of power is a cornerstone of American democracy that ensures continuity in critical government services to the American people.

Yet executing a transition requires extensive planning and coordination—both between and within incoming and outgoing administrations. As a result, the handoff has not always unfolded as it should.

The Partnership, through its nationally recognized Center for Presidential Transition®, is the premier nonpartisan repository of information and expertise for presidential candidates across parties, their transition teams and incumbent administrations that need to plan for and execute a transfer of power.

This work—beginning in 2008 with the Center formally launching eight years later—has helped to shape and inform the modern presidential transition.

We are now applying our transition expertise at the state level. Our deep experience can help equip state governments with the resources, insights and best practices to ensure their transitions are comprehensive and well-coordinated.

The Center champions and informs landmark transition laws, works with agencies to plan for and manage turnovers in leadership during a transition, prepares new political appointees to succeed in their roles and offers step-by-step guidance to various transition stakeholders on how to ensure a smooth handoff of power.
