Partnership for Public Service statement on the confirmation of CIA director John Ratcliffe

January 23, 2025

WASHINGTON – The nonpartisan, nonprofit Partnership for Public Service released the following statement from President and CEO Max Stier on the confirmation of John Ratcliffe to be director of the Central Intelligence Agency.

“We congratulate John Ratcliffe on his confirmation as CIA director and are heartened by his commitment to protect and support the agency’s workforce,” Stier said.

“Mr. Ratcliffe told the Senate Intelligence Committee that he plans to develop new pathways for skilled mid-career professionals, hold poor performers accountable and allow CIA officers to do rotations in the private sector that will broaden their perspective,” Stier added. “A skilled and motivated CIA workforce is critical for our national security, and it is promising that the new CIA director will focus on supporting the agency’s most important asset, its employees.”

The Partnership’s annual Best Places to Work in the Federal Government® rankings offer the most comprehensive assessment of how federal public servants view their jobs and workplaces, providing employee perspectives on leadership, pay, work-life balance and other issues. Some key recent data points from the Intelligence Community include:

  • 2023 Best Places to Work in the Federal Government overall score and rank: 72.6, ranking 3 out of 17 large agencies
  • 2023 Effective Leadership Score: 75.9, ranking 3 out of 17 large agencies

The Partnership also produces and maintains several resources to assess and analyze the health of the federal government. Earlier this month, the organization launched a political appointments tracker with The Washington Post to follow the progress of roughly 800 of President Trump’s Senate-confirmed political appointments. Additionally, our Agency Performance Dashboards provide an “at a glance” summary of the health of 33 federal agencies and departments, while our Vision for a Better Government provides areas of focus for management reforms.

During the past 24 years, the nonpartisan, nonprofit Partnership for Public Service has been dedicated to building a better government and a stronger democracy. We work across administrations to help transform the way government works by providing agencies with the data insights they need to succeed, developing effective leaders, inspiring the next generation to public service, facilitating smooth presidential transitions and recognizing exceptional federal employees.
