By sharing their extensive experience and expertise, SAGEs help senior executives create and manage a more effective and efficient government.

Spread across five communities of practice—Chief Acquisition Officers, Chief Financial Officers, Chief Human Capital Officers, Chief Information Officers and Chief Operating Officers—SAGEs have deep expertise in many critical areas. They lend their knowledge and insights to help senior leaders navigate the complex federal environment and the political, management, legal and fiduciary demands of their positions.

Co-Chairs

SAGE co-chairs are integral to the success of our program. These talented executives each lead one of our five SAGE communities and ensure that we are coordinating effectively across them. The co-chairs also collaborate with the Partnership to set the strategic direction for the program, recruit new members and engage existing SAGEs in our efforts to support federal leaders.


Jim Williams

Chief Acquisition Officer SAGE Co-Chair

Jim Williams has over 38 plus years of successful public and private sector experience, over 18 at the federal senior executive level, leading major program and acquisition organizations. He also had leadership roles in government nonprofits, including serving as co-chair for the Partnership for Public Service’s Strategic Advisors to Government Executives community, ACT-IAC Industry Chair, and Strategic Advisor to the Government Services and Technology Coalition.

Mr. Williams was the Acting Administrator of the General Services Administration, appointed by President George W. Bush, and the first GSA Federal Acquisition Service Commissioner. Mr. Williams was also the first director of DHS’s US-VISIT Program, a program that was successfully implemented at DHS to track the entry of foreign visitors with biometrics after 9/11, initiated by Secretary Ridge. Earlier, Mr. Williams was the leader of the IRS Procurement organization and was asked by Commissioner Charles Rossotti to lead program management for IRS’s then-troubled Modernization Program. He served on the original 4-Person Procurement Team for Vice President Al Gore’s Reinventing Government Program in 1993 and made the recommendation to better emphasize best value in federal procurement.

He has received numerous awards, including: two Presidential Rank Awards; four FED100 Awards; Civilian Government Executive of the Year by Government Computer News; Service to America Finalist; Founder’s Award, National Business Travel Association; Professional Services Council’s Marc S. Ross Award; Admiral in the Texas Navy; Public Sector Partner of the Year, the Greater Washington Contractor Awards; Government Technology and Services Coalition’s 2014 Market Maven of the Year Award; and 2010 American Council for Technology John J. Franke Award. He has an MBA from The George Washington University and a B.S. in Business from Virginia Commonwealth University.


Sallyanne Harper

Chief Financial Officer SAGE Co-Chair

Sallyanne Harper is a founding member, board officer and immediate past president of the Association for Federal Enterprise Risk Management. She serves as adjunct faculty for the Brookings Executive Education Program and George Mason University.

Previously, Ms. Harper was the Vice President and Executive Officer of AOC Solutions Government Financial Management practice where she was responsible for all aspects of planning, performance management, human capital and knowledge services functions. She also managed significant client engagements related to federal financial management and enterprise risk management.

Prior to joining AOC, Ms. Harper had a 34-year career in public service. She served as chief financial officer and chief administrative officer for the U.S. Government Accountability Office, a legislative branch accountability agency serving the Congress and the American people.

Prior to coming to GAO, Ms. Harper was the chief financial officer and assistant administrator for administration and resources management of the U.S. Environmental Protection Agency. At EPA, she was responsible for all aspects of EPA’s strategic planning and performance management, budget, working capital fund, financial management and reporting, IT, procurement, grants, security, human resources, and facilities. She had previously served as deputy chief financial officer and deputy assistant administrator of management and administration. While at EPA, Ms. Harper served as the finance director and the director of Superfund Procurement. Before coming to EPA, Ms. Harper spent ten years in increasingly responsible positions in major weapons systems acquisition with the Naval Air Systems Command.

Ms. Harper is an elected Fellow of the National Academy of Public Administration and served two terms on the NAPA board and as an officer (treasurer, vice-chair) of the Academy. She also serves as a Strategic Advisors to Government Executives Co-Chair for the Partnership for Public Service. She is a Certified Government Financial Manager and is the recipient of a number of awards, including the prestigious National Public Service Award for lifetime public service achievements, the Elmer Staats Award, two Presidential Rank Awards, the Federal Technology Leadership award, the Frank L. Greathouse Distinguished Leadership award, the Joint Financial Management Improvement Program’s Donald L. Scantlebury award and the Association of Government Accountants’ National President’s award.


Ventris Gibson

Chief Human Capital Officer SAGE Co-Chair

Ventris Gibson was appointed as the District of Columbia’s Director of the Department of Human Resources by Mayor Muriel Bowser on August 3, 2015. Ms. Gibson provides leadership for the development, execution and management of the District’s human resources program that serves 35,500 employees and 650,000 residents.

Prior to her service with the District of Columbia Government, Ms. Gibson, a United States Navy veteran, served as the Associate Deputy Assistant Secretary for Human Resources for the U.S. Department of Health and Human Services. In this capacity, she was responsible for the development, articulation and delivery of department-wide human resources policies, plans and programs.

Ms. Gibson also served in the Federal Aviation Administration as the Assistant Administrator for Human Resources and in the Department of Veterans Affairs (VA) as the Deputy Assistant Secretary for Human Resource Management and its first Deputy Assistant Secretary for Resolution Management. She was VA’s highest-ranking female veteran and directed human resources management and civil rights programs affecting 230,000 employees.

With a career that spans more than 37 years in both human resources executive and professional positions, Ms. Gibson is the recipient of numerous awards and commendations. She has received the Exceptional and Meritorious Service Awards, FAA Manager Association’s Leadership Award, National Hispanic Coalition’s President’s Award, and the Northern New Jersey Metropolitan Area’s prestigious “Woman of the Year” award. Ms. Gibson also serves as a Strategic Advisors to Government Executives Co-Chair for the Partnership for Public Service.

A graduate of the Federal Executive Institute, Executive Technique and Aspen Institute, Ms. Gibson attended the University of Maryland, University College.


John Gilligan

Chief Information Officer SAGE Co-Chair

John M. Gilligan is executive chairman of the Center for Internet Security, a nonprofit cyber security company. He is also co-chair of the AFCEA Cyber Committee and president of the Gilligan Group, Inc., a cyber and IT consulting firm.

Previously, he served as president and chief operating officer of Schafer Corporation and earlier as senior vice president of the defense sector at SRA International, Inc. Mr. Gilligan has more than 25 years of managerial experience in leading large information technology organizations. He has expertise in business strategy, organizational innovation, program implementation and cyber security. Mr. Gilligan has served as the Chief Information Officer for the U.S. Air Force and the U.S. Department of Energy. He was program executive officer for battle management and command and control for the Air Force. He was a member of the Cyber Task Force which developed the report, A Cybersecurity Agenda for the 45th President, and the predecessor Cyber Security Commission, which was formed to advise the 44th President.

He serves on the boards of the Software Engineering Institute, AFCEA and Roundarch Isobar. Mr. Gilligan has been a recipient of the Joint Chiefs of Staff Distinguished Civilian Service Medal, Distinguished Executive Presidential Rank Award, Meritorious Executive Presidential Rank Award, and Computerworld’s Premier 100 IT Leaders to name a few. He earned an M.S.E. in Computer Engineering from Case Western Reserve University and an M.B.A. in finance from Virginia Tech University. Mr. Gilligan also serves as a Strategic Advisors to Government Executives Co-Chair for the Partnership for Public Service.


Beth McGrath

Chief Operating Officer SAGE Co-Chair

Elizabeth (Beth) McGrath is a Managing Director in Deloitte’s Federal practice. Ms. McGrath has broad, multi-disciplined, strategic and operational management experience acquired from more than 25 years successful performance in the federal government, while in positions up to the undersecretary level of the Department of Defense.

She possesses exceptional interpersonal skills with specific expertise in strategic planning and performance management, investment reviews and program management, and thought leadership and transformation. Ms. McGrath serves as a co-chair of the Partnership for Public Service’s Strategic Advisors to Government Executives community.

Prior to joining Deloitte, Ms. McGrath was confirmed by the Senate as the Deputy Chief Management Officer for the Department of Defense. During her tenure, she addressed numerous management challenges, in part by instituting an investment review process for the Department's $7 billion of “business IT” systems, authoring the DOD’s Strategic Management Plan and overseeing needed improvements to the Department’s business architecture and security clearance processes. She also advised the Secretary and Deputy Secretary of Defense on matters relating to management and the improvement of business operations. As DOD’s Deputy Chief Management Officer, Beth was extraordinarily effective in transforming the approach to business operations away from short-term, risk averse, status quo behaviors to a more strategic, enterprise-focused environment. She brought a dedicated focus to improving the business operations, and her business-minded approach reaped great dividends for the DOD in the areas of strategic planning, performance management, change management, process improvement, and business information technology acquisition and investment management.

Ms. McGrath served as the vice chair of the Federal Suitability and Security Clearance Performance Accountability Council overseeing government-wide security clearance process reforms. She has extensive experience designing, executing and overseeing complex interagency partnership programs involving senior White House officials and multiple heads of agencies and departments. She has developed strategies to modify national policy, streamline interagency practices and modernize IT capabilities in areas as diverse as suitability and security clearance processing. and military and veteran’s health services/information technology.

She also served as the Deputy Director for Systems Integration, Defense Finance and Accounting Service where she created a financial migration strategy that included a comprehensive architecture and identification of DOD-wide systems valued at more than $1 billion. Additionally, Ms. McGrath held numerous business/acquisition roles within the Department of the Navy.

Ms. McGrath holds a Bachelor of Science in Economics from George Mason University and is a graduate of the Federal Executive Institute. She is a acquisition certified program manager, a member of the DOD Acquisition Professional Community, and a member of the National Academy of Public Administration. Her awards include: National Intelligence Meritorious Unit Citation, Presidential Rank Award, and Office of the Secretary of Defense Exceptional Civilian Service Medal. She twice received the DOD Medal for Distinguished Public Service. Ms. McGrath has been recognized by Government Computer News with the Defense IT Executive of the Year award, and has received multiple Federal 100 awards.
